L4 - Environmental Crime Investigation Professional Practice

  

Environmental crime, such as fly tipping and littering, undermines communities, damages the environment, and costs public and private landowners millions of pounds. 


This Level 4 programme has been developed to equip those involved within the investigation of environmental crime offences, such as, littering, fly tipping and duty of care, with essential skills to conduct thorough investigations, identify lines of enquiry and take proportionate and justified enforcement action.


The objectives of the programme are to: 

  • Professionalise criminal investigations in to environmental crime offences. 
  • Provide learners with the opportunity to understand and develop their skills as a criminal investigator/enforcement officer within the field of environmental crime.

Course Content

The programme consists of five mandatory modules covering:

  • Controlled waste.
  • Enforcement of litter offences.
  • Investigating fly tipping and householder duty of care.
  • Taking enforcement action and presenting best cases for environmental crime.
  • Commercial duty of care, waste carriers licences and waste transfer notes.


Attendees will also need to choose from the following optional module(s) to make the equivalent of one-day of study:

  • Scrap metal investigation and enforcement (one-day).
  • Abandoned vehicles (half-day).
  • An introduction to tackling organised crime in the waste sector (half-day).
  • Community Protection Notices (half-day).

The Programme

  The programme has been accredited by Highfield.


Consilium Training and Support is an Approved Training Centre. We deliver a wide-range of investigation, legal and regulatory courses designed for organisations undertaking investigations and enforcement activities. 


On successful completion of the programme, learners will receive a certificate of completion.


To pass the programme learners will need to complete the following:  

  • Attend all mandatory modules of the programme.
  • Attend one-day of study from the optional modules of the programme.
  • Successfully complete the assessments for each module which include written assessments, practical assessments, professional discussions and portfolio work.

Course Delivery

At Consilium Training and Support we are dedicated to ensuring that our training is engaging, valuable, interactive, and supportive. For this programme the number of learners will be capped at eight per cohort.


Open Access Delivery

We will be advertising several cohorts which will be available for open access attendance. This is perfect for individuals or smaller groups.


In-House Training

Alternatively we can arrange for this programme to be delivered in-house for your organisation. 


This course delivery can be tailored to your needs. However, learners are expected to have completed the course and all assessments within six months.

  • Module 5 - Commercial duty of care, waste carriers licences and waste transfer notes - 19 March 2026


March 2026 (cohort two) dates for mandatory modules:

  • Module 1 - Understanding controlled waste - 16 March 2026 (AM)
  • Module 2 - Enforcement of litter offences - 16 March 2026 (PM)
  • Module 3 - Investigating fly tipping and householder duty of care - 15, 16 & 17 April 2026
  • Module 4 - Taking enforcement action and presenting best cases for environmental crime - 30 April 2026
  • Module 5 - Commercial duty of care, waste carriers licences and waste transfer notes - 20 May 2026


Each module will be delivered between 09:30 - 16:00hrs.


Optional module dates will be discussed and arranged with attendee.

Programme Costs

The cost of this programme is £875+VAT per person. 


We are offering an introductory pricing for this course until 5pm on 31 January 2026 which is £825+VAT per person.
